Egypt’s Revolving Prison Door: Sudden Freedom for Inmates Who Languished by Vivian Yee
It was hot, Egypt-hot, when friends and relatives gathered one recent morning outside the concrete walls of Cairo’s notorious Tora prison to greet the newly released. The flowers one family had brought were beginning to wilt. Babies were wailing. The crowd was bunched together in the shade, greetings and laughter alternating with silence, their excitement cut by the strain.

By the clock, prison authorities were running late. But Khaled Dawoud, a former inmate, was used to their ways. By Egyptian standards, he joked, a three-hour delay to see his former cellmate and five other political prisoners walk free was nothing.

Over the past decade, as President Abdel-Fattah el-Sissi tightened his grip on power by snuffing out the smallest signs of dissent, Egypt has arrested tens of thousands of political prisoners. They are detained without charge or trial for weeks, months or even years — at least 4,500 of them between September 2020 and February 2021, The New York Times found, and often in conditions ranging from abusive to life-threatening.

지난 10년간 Abdel-Fattah el-Sissi 압델 파타 엘 시씨 대통령은 아주 작은 반대파의 징후라도 찾아내서 제거하는 방식으로 권력을 강화했다. 이집트는 수만명의 정치범들을 체포했습니다. 정치범들은 기소절차나 재판없이도 몇주에서 몇달, 심지어는 몇년 동안 구금됐었고 학대부터 생명을 위협할 수준까지 다양한 상황에 놓인 경우가 많았다. 뉴욕타임즈는 이렇게 체포된 정치범 중 최소 4,500명이 2020년 9월에서 2021년 2월 사이에 구금된 것으로 파악했다.
Lately, there has been a sudden shift. Authorities have released at least 400 detainees since April, when el-Sissi unveiled a new pardon committee and called for a “national dialogue” with opposition factions to discuss greater political openness.

최근에 갑작스런 변화가 생겼다. 이집트 당국이 지난 4월 엘시씨 대통령이 새로운 사면위원회를 공개하고 정치적 개방성을 높이기 위해서 야당의 파벌들과 국가적 대화를 요구했고 그 이후부터 최소 400명 이상의 구금자들을 석방했다.
Political analysts see this as part of an effort to sanitize Egypt’s human rights record before it hosts a United Nations climate conference in November and, perhaps, to signal concessions to a population hard-pressed by rising prices.

정치 분석가들은 이런 변화가 이집트에서 오는 11월에 개최될 유엔 기후 회의를 앞두고 이집트의 인권상황을 개선시키기 위한 노력의 일환으로 보고 있다. 아마도 계속 오르는 물가로 인해 극심한 어려움을 겪는 국민들에게 혜택을 주기 위한 것일 수도 있다.
Most of those released from Tora prison on that hot day in June had waited three years for that moment, never getting formally charged, never going on trial. After all of that, to be handed a pardon so suddenly felt supersonic. No one outside the secretive el-Sissi government knows why. But for the friends and family members waiting, the releases were long overdue.

6월의 더웠던 그날, 토라 구치소에서 석방되었던 수감자들 대부분은 그 순간을 3년 동안 기다려왔다. 정식으로 기소되지도 않았고, 재판을 받지 못한 사람들이었다. 이 모든 과정을 다 겪은 후 갑자기 사면을 받는 일이 발생해서, 모든 게 굉장히 진행되는 것처럼 느껴졌다. 엘시씨 대통령의 비밀스러운 정부 밖의 그 누구도 이유를 모른다. 그러나 이 순간을 기다리고 있던 친구들과 가족들에게 이번 석방은 이미 한참 늦은 조치임은 분명하다.
